Ad Timmering 556d0c08bd [3.0.x] Fixed #28690 -- Fixed handling of two-digit years in parse_http_date(). 
Due to RFC7231 ayear that appears to be more than 50 years in the
future are interpreted as representing the past.

README.rst

To run the test suite, first, create and activate a virtual environment. Then install some requirements and run the tests:

$ cd tests
$ python -m pip install -e ..
$ python -m pip install -r requirements/py3.txt
$ ./runtests.py
