SQLite doesn't repoint table aliases in partial index conditions on table
rename which breaks the documented table alteration procedure.

To run the test suite, first, create and activate a virtual environment. Then install some requirements and run the tests:

$ cd tests
$ python -m pip install -e ..
$ python -m pip install -r requirements/py3.txt
$ ./runtests.py
