Mariusz Felisiak 037d6540ec Fixed gis_tests.geoapp test with incorrect geodetic coordinates. 
The latitude coordinates exceed -90, 90 bounds and caused a test failure
on Oracle 12.2.

To run the test suite, first, create and activate a virtual environment. Then install some requirements and run the tests:

$ cd tests
$ pip install -e ..
$ pip install -r requirements/py3.txt
$ ./runtests.py
